Repairing and relining wastewater and stormwater pipes

The Sewer and Stormwater Rehabilitation Program (SSRP) involves repairs and relining of wastewater and stormwater pipes that will help prevent leaks for the next 50 years.


About this project

SSRP uses trenchless, no-dig technology to rehabilitate ageing pipes. A liner is inserted through maintenance holes at either end, avoiding the need for excavation.

For this method to work, the pipe must be structurally sound. If the pipe is damaged, we'll need to dig and replace the affected section first.

The work is done in stages and requires several visits to maintenance holes by specialist crews. These include:

  • an initial visit to inspect the maintenance hole to make sure the underground wastewater pipe is accessible
  • high-pressure cleaning of the pipe followed by a CCTV inspection
  • inserting a flexible liner into the maintenance hole to line the underground pipe
  • cutting and sealing new property junctions in the relined pipe
  • a final CCTV check to confirm the work was successful.

SSRP work takes place across all our operational areas. We roll out work in 6-month cycles, allowing for efficient planning and delivery across multiple regions.

Impacts

The work requires multiple visits to properties with maintenance holes. We'll contact you in advance to explain the work and arrange access.

We use high-pressure hoses to clean the wastewater pipes. This means there's a small chance that water might back up through your private plumbing. This can cause water to spurt and create a mess inside. You can help prevent this by:

  • keeping toilet lids down and placing a heavy object on them
  • plugging your sinks and bath
  • covering floor drains with mats.

There will be no impact to your water or wastewater services during the work. However, we ask that you refrain from using your sinks, toilets, or showers while the work is in progress.

Our work hours are 7am–6pm Monday to Friday and 8am–1pm on Saturdays when needed (except public holidays).

FAQs

Relining is a way to repair pipes without digging. We do this by inserting a liner into the existing pipe.

To reline a pipe, we need access to the maintenance holes at either end of the pipe. These are often located in backyards.

  • Cleaning
    We first clean the pipe using a high-pressure water hose. We then use a CCTV camera to check the pipe's condition.
  • Lining
    Once the pipe is clean, we insert a liner into it. The liner creates a new pipe inside the existing one, free of cracks and holes.
    We then reopen the connections to each property using a remotely operated cutter and CCTV camera. This is normally done below ground from within the pipe, but sometimes may involve digging on properties.
  • Sealing
    The final step is sealing the edges of the liner where it's been cut for each property connection. We use a special sealant to ensure the liner is watertight.

If we need to access your property to do the work, we'll contact you directly before we start. Our project team will explain what the work involves and answer any questions.

We will also:

  • confirm work start and finish times
  • determine who, if anyone, may be home
  • verify the location of the maintenance hole on your property and ensure it can be accessed
  • ensure we can access the property when needed (this may include leaving gates unlocked)
  • determine if pets are present (if so, arrange for them to be secured or kept indoors when the work is taking place)
  • ensure the health and safety of our team and residents during the work
  • determine if traffic management is required.

At the end of the work, we'll tidy up and return your property as close as possible to its original condition.

You don't need to be at home during the work. If you are at home, you may notice a slight increase in odour for a short time. This is normal.
