Servicing Austral and Leppington North

Information for developers

We're working with developers to deliver infrastructure and growth servicing in the Austral and Leppington North precincts. See how you can work with us to deliver your development on time.


Services already in place

The Austral and Leppington North precincts are part of the priority South West Growth Area. We're building infrastructure here to help build up to 17,350 new homes. We've already built infrastructure that provides wastewater and drinking water services to parts of Austral and Leppington North.
 

Wastewater

There are 3 pump stations (SPs) servicing Austral and Leppington North that move wastewater to the Liverpool Water Resource Recovery Facility (WRRF):

  • SP1183 and SP1190
    If your development is in these pump station catchments, it can be connected to our system once you’ve built the local pipes.
  • SP1211
    This pump station catchment is at capacity with about 2,450 homes. We can't connect more developments here until we finish the new Upper South Creek Advanced Water Recycling Facility (AWRC). We expect it to be ready in early 2026.

Stage 3 works that we've already completed include the SP1211 pump station, 1.7 kilometres of pressure mains and 6.9 kilometres of wastewater gravity mains.

Drinking water

There are 2 drinking water supply zones (WSZs) that service Austral and Leppington North:

  • Raby WSZ
    New developments can be connected in Raby WSZ provided the developer has built the local water pipes.
  • Cecil Park WSZ
    We have limited capacity in Cecil Park WSZ, so we’re assessing each development case by case. We're working with developers to target areas of the network to upgrade so we can service more homes.

We've already provided 1.9 kilometres of new water mains (DN300) in Gurner Avenue and adjusted WSZs to improve future water supply.


Limitations on capacity

Wastewater

The Liverpool WRRF doesn't have the capacity to support all the planned growth in Austral and Leppington North. Wastewater flows from Austral will be redirected to the new Upper South Creek AWRC, which is under construction.

Developments in the SP1211 catchment that don't yet have a wastewater allocation can’t receive a Section 73 certificate until we finish the Upper South Creek AWRC. Before your development can receive wastewater service, we must have completed our main wastewater carrier pipes, and you must have completed your local gravity reticulation pipes.

Drinking water

Cecil Park WSZ currently has limited supply. We may not be able to service some developments where the water pressure and flow doesn't meet the minimum supply standards in our Customer Contract.

If your development in Cecil Park WSZ doesn't meet minimum supply standards, it must wait until we've completed trunk main infrastructure. We're reviewing each case individually to help as many developments as possible to go ahead.

We plan to have the first trunk main on Edmondson Avenue ready by late 2027.

We're working to deliver infrastructure to support the region's growth described in our Growth Servicing Plan. This infrastructure will be supported by works delivered by developers like you.

We're delivering wastewater infrastructure in the following areas:

Drinking water

We're delivering drinking water infrastructure in the following areas:

  • Edmondson Avenue water main (DN500)
    Detailed design should be completed by mid-2026. Our target delivery date is late 2027.
  • Cecil Park to Austral Liverpool water main (DN750)
    We're currently planning this project. Our target delivery date is the end of 2029.

Development controls

Our goal is to help you meet your project deadlines and the government's housing targets. To protect developers, future landowners, and existing and future customers, we've put development controls in place to ensure there's alignment between the delivery of infrastructure and development completion.

If your development depends on us delivering infrastructure in Austral as described in the development Notice of Requirements, we'll allow development servicing reticulation works to progress on the principles below.

Responsibility for scheduling
You and your water servicing coordinator are responsible for scheduling your water or wastewater works. We'll consider our instructions, policies and processes when our works depend on each other. You can ask us to review our development controls.

When to submit designs

If the development depends on infrastructure that we must complete, we can receive your reticulation designs 24 months before the planned completion date.

  • This provides up to 12 months to review and endorse the reticulation designs.
  • Ensuring your design remains valid.

If your works don't commence within 12 months, you'll have to resubmit your designs. Before you start building, we may need to confirm that your design is still appropriate, especially if other developments have happened since we first approved it.

When construction can start
If your works depend on us
  • Construction can’t start more than 12 months before our infrastructure is complete. This gives you 12 months to construct and complete your works in line with our dependent works.
  • We only issue Section 73 certificates if our services are already available. This ensures future landowners are guaranteed a service they can use immediately.
  • Additionally, drinking water and wastewater services are required throughout the building construction process.
  • At times, a developer's water or wastewater works may need to connect directly to our works. They can't be completed until they can be connected.
For developer-dependent works

We can't control if or when another developer moves ahead with their project. To protect you if your project depends on other developers' works, we'll only approve your designs once the other developer has started construction on their dependent work.


FAQs

Development has happened faster than expected, and it's been fragmented. This has made it more difficult to upgrade the local network to meet demand until the trunk infrastructure is in place. We've been planning for this and are now fast-tracking these projects in response to faster-than-expected growth. Find out more in our Growth Servicing Plan.

The fragmented nature of development in Austral has posed planning challenges, but we're working closely with developers, and local and state government, to get necessary infrastructure delivered as efficiently as possible.

Please have your water servicing coordinator engage with us as early as possible to provide development information and submit a growth data form. We use government housing forecasts and developer intel to help us plan when we need to deliver infrastructure.

Our Bonding of works policy lets you know when you can get an Early Release Section 73 certificate.
