Current pricing for non-residential properties

These are the fixed service charges and usage charges that apply to non-residential properties, such as commercial and industrial properties and strata units, and businesses using standpipes. These charges apply from 1 October 2025 to 30 June 2026.


What we bill you for

For a business, charges depend on what connections you have and what you do at the property. They can include:

  • fixed charges for being connected to our networks such as water, wastewater and stormwater (including mobile connections such as standpipes)
  • usage charges for water and wastewater
  • trade wastewater charges for managing and treating trade wastewater from your property
  • administration charges like backflow.

Our service charges (fixed charges) are billed quarterly, but are calculated using a daily rate. You'll see slight differences in the price because of the different lengths of the quarters.

  • The July and October quarters have 92 days
  • The January quarter has 90 days 
  • The April quarter has 91 days

The charges below are for the maximum 92-day quarter. Some trade wastewater charges are also calculated as a daily rate.


Water service charge

You pay a fixed charge for your connection to our water supply. How much you pay depends on:

  • the size of your meter
  • how many properties share your meter
  • how many meters your property has.

The water service charge is adjusted each year based on how much water we needed from the rivers and dams managed by WaterNSW and the water produced by the Sydney Desalination Plant in the year before.

No water meter charge

Unmetered water

*If dam levels for Greater Sydney drop below 60%, the unmetered charge will increase to $192.15 until dam levels are back over 70%. 

Shared water meter charge

If you share a meter with other units, you pay part of the quarterly fixed charge for your water connection. We calculate this by dividing the charge for your size meter by the number of units in your complex. This includes strata properties where your individual unit may not have a water outlet but the property is connected to the water supply.


Wastewater (sewerage) service charge

You pay a fixed charge each quarter to connect to our wastewater system. How much you pay depends on:

A minimum wastewater service charge for non-residential properties of $119.95 a quarter applies, which is 75% of the 20 mm service charge.

Shared water meter charge

If you share a meter with other units, you pay part of the quarterly fixed charge for your wastewater connection. We calculate this by dividing the charge by the number of units in your complex.

Stormwater service charge

If your property is in one of our stormwater drainage areas, you'll see a stormwater service charge on your bill. This helps us manage the large trunk drains that carry stormwater away from your area.

If your business collects and reuses stormwater on-site, you may be eligible for a low impact discount. To apply:

If you're in a unit, you'll be charged the same rate as a proprty that's 200 m2 or less.

Water usage charges

If you have a meter, you pay for the amount of water you use. If you're in a recycled water area, you'll also pay for the recycled water you use.

Wastewater (sewerage) usage charge

Non-residential customers are charged for wastewater usage. We measure the amount using a discharge meter or estimate the volume using a discharge factor. Read our wastewater charges fact sheet to understand more.

Trade wastewater charges

You may pay these charges if you discharge trade wastewater into our wastewater (sewerage) system. To find out more, read about trade wastewater fees.


Backflow charges

Backflow prevention device administration fee

If your property has a testable backflow prevention device, you'll pay a quarterly fee (one per property) to help us recover the cost of running the backflow prevention containment program to safeguard our network.

Backflow prevention annual test fee (third party testing)

If you fail to complete annual testing of your backflow prevention containment devices, we may arrange an accredited plumber to attend the site to complete testing. This charge will be raised on your next bill.

Metered standpipe charges

If you own an approved metered standpipe, you pay service and usage charges. The service charge will depend on your standpipe's meter size. You pay a set price for each kilolitre of drinking water you use.

Sydney Olympic Park charges

If you live in the Sydney Olympic Park area and have recycled water, that service is provided by the Sydney Olympic Park Authority. We collect the money for this service on their behalf.

Service charge exemption

You can claim an exemption from fixed service charges if you are:

  • a public charity
  • a not-for-profit child care centre
  • a private school
  • a not-for-profit aged care facility
  • a religious body
  • responsible for public or crown land
  • the Aboriginal Land Council and you don't use the property for profit
  • a council that owns a public swimming pool.

You'll still pay for:

  • water usage
  • wastewater (sewerage) usage.

We need your articles of association, memorandum of association or constitution to assess your eligibility. If you're a council, we need a letter that confirms your pool is a category 2 business and it earns less than $2 million a year.
