Willoughby Submain

Planning for future growth

Sydney Water is planning a new submain to amplify the wastewater network that serves communities across the Lower North Shore. The project will add capacity and improve the resilience of the network so it can continue to support homes, businesses and our growing communities.

About this project

The Willoughby Submain is a major wastewater pipeline that serves communities across Artarmon, Cammeray, Crows Nest, St Leonards, Naremburn, North Sydney and Willoughby.

As the population of the area continues to grow, Sydney Water is planning a new wastewater pipeline to increase the capacity and resilience of the wastewater network.

The project includes about 3 kilometres of new wastewater pipeline at an average depth of 40 metres, with shallower connections to Sydney Water's existing wastewater network. Most of the new infrastructure will be built underground using microtunnelling.  Temporary work sites will be needed to support microtunnelling and connect the new infrastructure to the existing wastewater network.

Benefits

The planned upgrade will:

  • increase the capacity of the wastewater network

  • maintain reliable wastewater services

  • protect waterways and the environment

  • support growing communities

  • strengthen the network's ability to respond to maintenance needs and unexpected incidents.

Willoughby Submain project update

The proposed pipeline will run for about 3 kilometres between Cammeray and Naremburn, with most of the new infrastructure built underground using microtunnelling.

Have your say

We’re continuing to plan and assess the project and want to hear what’s important to the community. Your feedback will help inform our ongoing design and assessment work.

Please provide feedback by Sunday 15 November.

More information is available in our lates project newsletter.

Willoughby Submain project site investigation

We're investigating options to upgrade the Willoughby Submain.

As we progress with planning and design for the Willoughby Submain upgrade, we will be carrying out essential investigation works. This will involve activities such as drilling boreholes and undertaking road cutting.

FAQs

The new wastewater pipeline will run mostly underground between Chelmsford Avenue, Naremburn and Anzac Park, Cammeray. Most of the pipeline will be built using microtunnelling, which allows new pipe to be installed underground without digging a continuous trench along the route. Temporary work sites will be needed to support tunnelling and connect the new infrastructure to the existing wastewater network. Some local connection works will be completed using smaller-scale tunnelling and open trenching. Based on current planning, proposed work sites are located at Anzac Park, West Street, Chandos Street, Waters Road, Naremburn Park, Francis Street and Chelmsford Avenue.

Temporary worksites are needed to support microtunnelling and connect the new wastewater pipeline to Sydney Water's existing wastewater network. They provide space for construction equipment, materials and worker facilities needed to safely build the project. Each site will be designed for its specific role and may include site sheds, amenities, secure fencing, equipment and pipe storage, work vehicles, cranes, excavation equipment and connection works. Locating equipment close to the work helps construction run safely and reduces unnecessary vehicle movements.

Potential worksite locations were identified during early project planning and assessed in consultation with local councils and other landowners. When selecting locations, we considered safety, access for construction vehicles, environmental impacts, existing land use and potential impacts on the community. Other locations were also assessed but were not considered suitable due to safety, environmental, operational or community constraints.

ANZAC Park has been identified as a proposed worksite because it is where the new wastewater pipeline will connect to the existing Northern Suburbs Ocean Outfall Sewer (NSOOS).

What you notice will depend on whether you live near a worksite, a local connection area or the tunnel alignment. You may notice construction equipment and vehicles, truck movements, noise, vibration, dust, temporary fencing and changes to traffic, parking, pedestrian access or cycling routes. Most of the main pipeline will be built underground, although some connection works will require open trenching. We will provide local information before work starts so residents and businesses know what to expect in their area.

We will implement measures to help minimise impacts on the community, including:

  • plan work to limit noise and disturbance, including using quieter equipment, noise reduction measures and locating equipment away from homes where practical.

  • give nearby residents and businesses advance notice of higher-noise work, out-of-hours activities and changes that may affect local access.

  • keep traffic moving as safely as possible by using approved truck routes, traffic controls, clear signs and alternative pedestrian routes where needed.

  • keep work areas as small as practical, protect trees where possible and restore affected areas when construction is complete.

  • manage dust, stormwater and sediment to help protect nearby properties, streets and waterways, with controls checked regularly.

  • respond to local concerns as work progresses and adjust site arrangements where to reduce impacts.
