    Background Summary

Sydney Water Corporation (“Sydney Water”) is a statutory State owned corporation under the Sydney Water Act 1994 (NSW) and operates under the State Owned Corporations Act 1989 (NSW).

Sydney Water provides water and wastewater services to the Sydney metropolitan, Illawarra and Blue Mountains regions. Sydney Water has maintained the reputation of being a leader in water and wastewater service in Australia by providing this service 24 hours a day, 365 days a year Chemical Dosing Units (CDUs) are used in the sewer networks to dose specified amount of particular chemicals to suppress generation of Hydrogen Sulphide gas (H2S) in the sewer mains for prevention of corrosion and odour problems.

The chemicals dosed using the CDUs vary based on the operating conditions occurring in the network. The chemicals currently used are:

    1. Ferrous chloride

    2. Calcium nitrate

    3. Magnesium hydroxide

Re-chlorination Plants (RCPs) are installed in the potable water network to maintain water quality by feeding the required quantities of re-chlorination chemicals, mainly Sodium Hypochlorite.

Sydney Water may also carry-out renewals of existing CDUs and RCPs to comply with Sydney Water standard specification for optimising operational performance and meeting the safety and environmental requirements. This approach also helps to extend the life of the CDUs and RCPs in a cost effective manner.

The purpose of this Request for Tender (RFT) is to identify suppliers and service providers who can deliver competitive solutions for either one or all of the following separable portions of work:

    1. Supply of Chemical dosing units (Two separable portions)

    2. Supply of Re-chlorination plants. (Two separable portions)

    3. Carry out renewals of existing CDUs and RCPs (One separable portions) Sydney Water may enter into multiple contractual arrangements on ‘non-exclusive’ basis as an outcome of this tender process, for:

    • Manufacture of the concrete buildings for CDUs and RCPs

    • Complete the internal and external fit out and installation for the CDUs & RCPs

    • Carry out complete or partial renewals of existing CDUs and RCPs Sydney Water will allocate work to selected contractors by issuing specific work orders which will include complete details of the individual project(s).

The proposed contracts with selected contractors will be for an initial period of three years. Sydney Water may exercise its absolute discretion to extend the contracts for a further period of two years.
