We're planning new water and wastewater services for Sydney's south-west.


We're planning and building new water and wastewater infrastructure to enable development in the growth areas. This infrastructure is essential to allow development as outlined in the NSW Government’s A Plan for Growing Sydney.

NSW Planning and Environment is responsible for rezoning land and the sequence of land release in priority growth areas. They work in consultation with relevant local councils, NSW Government agencies and developers.

What we're doing

Lower South Creek is a $300 million program, which will provide new and upgraded wastewater infrastructure to support an additional 500,000 people in Sydney’s west by 2040.

The program started in July 2016 and will be delivered by ADAPT – a joint venture between UGL Limited and WSP Parsons Brinckerhoff. Construction work will begin in early 2017. It includes:
  • upgrading wastewater treatment facilities at Riverstone Wastewater Treatment Plant and St Marys Water Recycling Plant
  • building a new biological nutrient removal plant at the Quakers Hill Water Recycling Plant.

The North West Growth Centre is within the boundaries of The Hills Shire Council, and Blacktown and Hawkesbury City Councils. 

North West Growth Centre - Packages 3B, 3C & 3D

  • Location - Vineyard, Riverstone East, Riverstone West, North Kellyville, Box Hill, Box Hill Industrial, Alex Avenue, Schofields and Schofields West
  • Timeframe - mid 2016 to end 2019

  • Timeframe - early 2013 and completed in mid 2015

North West Growth Centre - Package 1

A drinking water reservoir is being constructed in Rouse Hill.

  • Location - Riverstone and North Kellyville
  • Timeframe - completed

The project delivered a new drinking water reservoir and about 23 kilometres of drinking water, recycled water and wastewater pipelines.

The South West Growth Centre is within the boundaries of three local government areas -  Liverpool, Camden and Campbelltown.

Edmondson Park precinct

  • Location - Edmondson Park and Ingleburn
  • Timeframe - trunk water and wastewater services will be completed by the end of 2017

  • Location - Oran Park
  • Timeframe - in stages between 2009 and 2030

Land will be developed to meet future population growth.

The West Dapto Urban Release Area and Adjacent Growth Areas are about 15 kilometres south west of Wollongong. They're within Wollongong and Shellharbour City Council areas.

New water and wastewater infrastructure will be needed for about 30,000 homes and about 500 hectares of non-residential development in the Illawarra region.

Dunmore (Shell Heights) Urban Release Area

  • Location - Dunmore
  • Timeframe - in stages between 2017 and 2019 

We're planning new water and wastewater infrastructure to service about 500 new dwellings at the Dunmore (Shell Heights) Urban Release Area in the Illawarra region.

West Dapto Urban Release Area

  • Location - Tallawarra Lands, Huntley, Kembla Grange, Sheaffes/Wongawilli, West Horsley, Cleveland, Avondale, Tullimbar Village, Calderwood, Calderwood Valley and Yallah/Marshall Mount
  • Timeframe - in stages between 2014 and 2048

Green Square Stormwater Drain Project

  • Location - Green Square and Alexandria areas
  • Timeframe - construction started in May 2015 and is expected to be completed by late 2017

We're building a new stormwater drain to reduce the risk of flooding in Green Square Town Centre.

This work is being done in partnership with City of Sydney Council.

Menangle Park Release Area

  • Location - Menangle Park
  • Timeframe - work will be delivered in stages. Construction of wastewater assets started in November 2014 and should be completed by mid 2017

St Marys Wastewater Infrastructure Project

  • Location - Jordan Springs, Minchinbury and Eastern Creek
  • Timeframe - work started in November 2014 and was completed in early 2016
