    The Background Summary

    EXPRESSION OF INTEREST (EOI) - FOR WASTE MANAGEMENT AND BENEFICAL USE SERVICES FOR SYDNEY WATER

    Sydney Water is currently reviewing its requirements, future arrangements and ongoing strategy for the provision of waste management services. A key attribute that Sydney Water is seeking in suitable suppliers(s) is a demonstration of innovative thinking with respect to product enhancement and market development backed by a strong focus on continuous improvement and forward thinking.

    Sydney Water has six waste product streams requiring removal and management, the process requirements and disposal method differs for each waste product dependent upon the Environmental Protection Agency guideline requirements. The waste product streams are the following:

    - spoil and general waste at depots

    - general waste at treatment plants

    - grit and screenings at treatment plants

    - silt and debris in network assets

    - digester and sludge lagoon at treatment plants

    - waste water pump outs in network

    EOI responses may address any combination of the following waste management services:

    - collection, transportation and handling of the waste product stream

    - sales and development of the waste product stream

    - beneficial reuse (including value add reprocessing and pre-treatment to reduce landfill waste) of the waste product stream

    Prospective suppliers must be able to demonstrate their ability and commitment to the following objectives:

    - maintaining high standards of safety and environmental practices and procedures

    - achieving Sydney Water’s corporate objective of maximising the beneficial reused of waste product streams in a safe and environmentally suitable manner

    - compliance with Environmental Protection Agency and other regularity body guidelines that may exist

    - delivering the lowest lifecycle cost to Sydney Water for the collection, transportation, value add processing and beneficial use of waste product streams

    - minimising the risk of community concern through the proactive management and engagement of key stakeholders within the community, government agencies and other interested parties; and

    - minimising the risk to Sydney Water by ensuring security of markets into which waste product streams can be sold through proactive market development and product enhancement.

    The response to questions posed in the EOI may be used by Sydney Water to assess prospective supplier’s suitability for inclusion in any future RFP that may result from this EOI.
