    The Background Summary

    Sydney Water is seeking EOIs that include innovative ideas and processes for Bio-solids management, including processes and beneficial use technologies that are not currently used for Sydney Water’s Bio-solids. The only restriction being that the processing and beneficial use technologies must be currently employed within Australia with proven commercial validity.

    Bio-solids are the stabilised sewage sludges that remain after processing at Sydney Water’s treatment plants, with approximately 170,000 tonnes generated annually across 22 treatment plants. The physical and chemical attributes of the Bio-solids varies between treatment plants. Bio-solids are approximately 70% to 85% and the solids component is rich in essential nutrients such as nitrogen, phosphorus and organic matter.

    EOI responses may address any combination of the following services of Bio-solids management:

    - collection, transportation and handling of Bio-solids;

    - marketing, sales and development of Bio-solids; and

    - 100% beneficial reuse of Bio-solids (including reprocessing)

    Prospective suppliers must be able to demonstrate their ability and commitment to the following objectives:

    - maintaining high standards of safety and environmental practices and procedures

    - achieving 100% beneficial reuse of Bio-solids in a safe and environmentally sustainable manner;

    - maintaining compliance with the Environmental Protection Agency Bio-solids Guidelines; the ‘Use and disposal of Bio-solids Products’ (only applies to the Land Application of Bio-solids);

    - delivering the lowest lifecycle (medium term) cost to Sydney Water for the collection, transportation and beneficial reuse of Bio-solids;

    - utilising reprocessing and beneficial use technologies currently employed within Australia with proven commercial validity;

    - minimising the risk for community concern through proactive management and engagement of key stakeholders within the community, government agencies and other interested parties; and

    - minimising the risk to Sydney Water by ensuring security of markets into which Bio-solids can be sold through proactive market development and product enhancement.

    The response to questions posed in the EOI may be used by Sydney Water to assess prospective supplier’s suitability for inclusion in any future RFP that may result from this EOI.

    Sydney Water is interested in exploring alternate service delivery models and will also consider partnering and supporting organisations in the fostering of new technologies and processes to achieve the objectives detailed above.
