    Background Summary

    Operations and Maintenance divisions have merged into the Service Delivery Division. There is a need to sequence and prioritise IT investment and leverage existing IT system investment for the new division. Using a strategic planning approach an Information Systems Business Plan (ISBP) will be prepared and contain details of IT initiatives that are aligned with the Divisional Roadmap and its commercial / competitive realities. The key benefit in developing the Service Delivery ISBP is to enable effective planning and financial management of future IT investment across Service Delivery and SWIT. The Service Delivery Division is accountable for water, wastewater and recycled water product outcomes that Sydney Water provides to customers. The Division operates and maintains the networks and treatment plants that provide water, wastewater and recycled water product and services ensuring they are reliable and available to meet specified operational and customer outcomes.

    The current Operations Division Information Systems Plan (ISBP) and Maintenance Division ISBP were completed in 2009 and need to be updated and merged to reflect the current and future business needs of the new division.

    Purpose

    To establish an ISBP for Service Delivery that:

    • Rationalises existing pre-Service Delivery ISBPs into a single plan that is aligned to the Service Delivery (O & M) 2011 – 2016 Roadmap.

    • Sets the sequence and priority of divisional IT investment over the next 5 years.

    • Uses strategic planning to determine the current and future state of information systems as they support divisional business process and the Divisions operating model.

    • Focuses on leveraging existing IT system investments.

    • Identifies what and how information systems will be needed to support the delivery of best-practice in maintenance and asset operations and commercially competitive business outcomes.

    • Quantifies benefits for Information system initiatives that are aligned to the Service Delivery (O & M) 2011 – 2016 Roadmap and the 5yr IPART banked savings targets.

    • Aligns with the most current Capability Maturity Model for Maintenance Management (current project), Field Mobility Strategy (June 2012), Asset Information Plan (Liveable City Solutions) and the IT Strategic Plan (Information Technology).
