At the same time, Sydney Water is launching a new safety strategy, which includes a behaviour-based intervention for the highest risk workforce, Civil Delivery. Civil Delivery implements Sydney Water's civil maintenance and renewal work program. The business unit employs about 550 staff, of which around 400 are field staff and management. This group is most at risk of injury. Sydney Water’s requirement is to supplement the system and accountabilities emphasis of the safety strategy with a behaviour based safety program. This is not about necessarily building knowledge, skills and experience, but rather, about changing people’s attitude and behaviour towards safety. One observation is that the workforce receives a lot of safety training. This program must focus on values and preferences. It must build increased personal safety awareness at all levels, and with all frontline staff of the Civil Delivery business.
